rustler bomb Empty rustler bomb

there is bug that players can drop bomb without having 4 ranks / stars or whatever

idk if this is bug but i've heard that u can drop bomb from 4 ranks / stars so basically guy with 35 xp killed me with rustler bomb xd


hope ya fix this if this is bug
